Pierce County sits at the top, $1,709 for a two-bedroom. It's priced under the Minneapolis-St. Paul metro since it sits right across the river from the Twin Cities, and HUD's numbers reflect that. Wood County anchors the bottom at $973, home to roughly 74,000 people around Wisconsin Rapids. Twenty-seven counties fall inside a metro area, and a bunch share identical rates with their neighbors.
