Minnesota's two-bedroom median FMR is $999, just under a thousand dollars, but that number sits in the middle of a real range. Anoka County, inside the Minneapolis-St. Paul-Bloomington metro, tops the state at $1,709. Yellow Medicine County, way out in the southwest, comes in lowest at $973. Eleven counties share the Minneapolis-St. Paul-Bloomington metro rate, more of the state's 87 counties than any other HUD area here. Zoom into ZIP codes and three of those counties, Hennepin, Carver, and Washington, tie for the widest spread in the state, with Small Area FMRs running from $1,520 up to $2,560 depending on the block. If your property sits in one of those three, the county number alone won't tell you much.
27 of the 87 counties sit inside a HUD metro area and share that metro's rate. The other 60 get a county rate built from their own rents. The Minnesota median of $999 is within a couple percent of the national median county ($1,018). HUD also publishes ZIP-level Small Area FMRs covering 87 of the 87 counties, which is where the real variation shows up. HUD has already published FY 2027, effective October 1, 2026. Two-bedroom rates go up in 81 counties, down in 6, and hold in the rest. The table shows both years.
