Virginia has 133 counties, and HUD sets a Fair Market Rent for every one of them. For FY 2026 the median two-bedroom is $1,254. The highest is Arlington County at $2,246, the lowest Norton city at $914.

Virginia's two-bedroom fair market rent for FY 2026 comes in at $1,254, but with 133 counties and independent cities, the state covers a huge range around that number. Arlington County sits at the top, $2,246, inside the Washington-Arlington-Alexandria, DC-VA-MD metro area along with 13 other counties and cities, including Alexandria, Fairfax and Falls Church. Norton city anchors the bottom at $914, part of a much smaller nonmetro area shared with just Wise County. That's a gap of over $1,300 between the two ends of the state. The Richmond metro is the biggest group of all, with 16 counties and cities, including Chesterfield and Henrico, all paying $1,655. And if you drill into Loudoun County's ZIP codes, the Small Area FMRs swing from $1,480 to $3,080, a spread bigger than the gap between Virginia's highest and lowest counties combined.

80 of the 133 counties sit inside a HUD metro area and share that metro's rate. The other 53 get a county rate built from their own rents. The Virginia median of $1,254 is about 23% above the national median county ($1,018). The median two-bedroom moved up 5% from FY 2025. 89 counties went up, 44 went down, and the rest held.

HUD has already published FY 2027, effective October 1, 2026. Two-bedroom rates go up in 79 counties, down in 54, and hold in the rest. The table shows both years.
