Vermont's two-bedroom fair market rent lands at $1,362 for FY 2026, and this is a town-based state, so HUD builds its rent areas out of towns rather than treating every county as one uniform block. Chittenden County sits at the top with $2,140, shared with Franklin and Grand Isle counties as part of the Burlington-South Burlington MSA. Essex County sits at the bottom at $1,007, barely half of Chittenden's rate. Zoom into Washington County and the ZIP-level picture gets messier.
