Nebraska's two-bedroom FMR sits at $961, and Wheeler County sets the state's low end at that same number. It's out in the middle of the state, with a population under a thousand. Cass County, part of the Omaha-Council Bluffs metro, tops the list at $1,368. Four counties share the Omaha-Council Bluffs metro rate, but the other 89 counties in Nebraska are priced individually instead of folded into a shared metro number. The ZIP-level Small Area FMRs spread widest in Cass County itself, running from $960 to $1,880 depending on the ZIP, wider than its county rate alone would suggest.
