Connecticut doesn't use counties for fair market rent. HUD switched the state to nine planning regions, and rates inside each region can still vary town by town. The statewide median two-bedroom rent is $1,865, well above the national median of $1,018. Greater Bridgeport Planning Region is the priciest at $2,511, and Northeastern Connecticut Planning Region is the cheapest at $1,601. Even with only nine regions, two pair up under shared metro rates: Hartford-West Hartford-East Hartford covers both the Capitol and Lower Connecticut River Valley regions, and Bridgeport-Stamford-Danbury covers Greater Bridgeport and Western Connecticut. Western Connecticut has the widest town-to-town spread too, with Small Area FMRs from $2,040 to $3,770, a $1,730 range inside one planning region, so if you're renting there, check the town before you trust the region number.
7 of the 9 planning regions sit inside a HUD metro area and share that metro's rate. The other 2 get a local rate built from their own rents. The Connecticut median of $1,865 is about 83% above the national median county ($1,018). HUD also publishes ZIP-level Small Area FMRs covering 9 of the 9 planning regions, which is where the real variation shows up. Connecticut is one of the six New England states where HUD publishes rates by town rather than county. The county figures here fold those towns together. Open a county to see every town listed with its own rate.
HUD has already published FY 2027, effective October 1, 2026. Two-bedroom rates go up in 4 planning regions, down in 5, and hold in the rest. The table shows both years.
