Oregon's two-bedroom FMR sits at $1,393, one of the higher medians around. Clackamas County, part of the Portland-Vancouver-Hillsboro metro, tops the state at $1,922. Harney County, out in the southeast corner, comes in at $1,008, a little over half of Clackamas's number. Five counties share that Portland metro rate, which flattens things out on paper. The real spread shows up in Lane County, home to Eugene-Springfield, where every ZIP code carries its own Small Area FMR and the range runs from $1,350 to $2,530. That's an $1,180 gap inside one county, the widest anywhere in Oregon.
15 of the 36 counties sit inside a HUD metro area and share that metro's rate. The other 21 get a county rate built from their own rents. The Oregon median of $1,393 is about 37% above the national median county ($1,018).
