Kentucky's two-bedroom fair market rent for FY 2026 comes in at $900. Boone County, across the river from Cincinnati, tops the state at $1,353. Wolfe County sits at the bottom with $866, and its ZIP codes barely move from that: Small Area FMRs there only run $870 to $880. Kentucky has 120 counties and 39 carry a metro rate. Cincinnati's Kentucky side and Lexington-Fayette each cover 6 counties, the two biggest metro clusters in the state. Louisville covers 5. Jefferson County, home to Louisville, shows the opposite of Wolfe County's tight range: its ZIP-level Small Area FMRs run from $1,080 to $1,910, an $830 spread inside one county.
