Idaho's median two-bedroom FMR is $1,101. Ada County, home to Boise, sits highest at $1,655, a rate shared with Boise, Canyon, and Owyhee counties across the Boise City metro. Power County is lowest at $973. Fourteen of Idaho's 44 counties fall inside a metro area, which means their FMR is set by the region instead of the county line. Elmore County shows a different kind of gap: it sets its own single countywide rate, yet its ZIP-level Small Area FMRs still run from $970 to $1,780, the widest spread in the state. A renter in one Elmore ZIP code could be paying nearly double what a neighbor a few ZIPs over pays, even under that same single county rate.

14 of the 44 counties sit inside a HUD metro area and share that metro's rate. The other 30 get a county rate built from their own rents. The Idaho median of $1,101 is about 8% above the national median county ($1,018).
