South Carolina's two-bedroom FMR comes in at $1,077. Beaufort County holds the top spot at $1,816, set as its own HUD Metro FMR Area rather than folded into a bigger group. Williamsburg County anchors the bottom at $902, less than half of Beaufort's number. Columbia's metro area covers five counties riding the same base rate, the largest cluster in the state. Charleston County tells a different story at the ZIP level. Every one of its 34 ZIP codes carries a Small Area FMR, and they range from $1,300 to $2,680, the widest spread in South Carolina.
