Illinois' median two-bedroom FMR is $953. Kendall County posts the state's highest rate at $2,050, beating out Cook County, home to Chicago, which gets its own HUD metro designation instead of riding on the city's number. Whiteside County is lowest at $916. Cook County itself sits at $1,781, but that county-level figure covers a lot of ground. Its ZIP-level Small Area FMRs run from $1,220 to $2,670 across 199 ZIP codes with their own rate, the widest spread of any county in the state. Illinois also groups its St. Louis-area counties (Calhoun, Clinton, Jersey, Madison, Monroe, and St. Clair) under one shared metro rate, so six counties with very different populations all see the same number.
37 of the 102 counties sit inside a HUD metro area and share that metro's rate. The other 65 get a county rate built from their own rents.
