Illinois' median two-bedroom FMR is $953. Kendall County posts the state's highest rate at $2,050, beating out Cook County, home to Chicago, which gets its own HUD metro designation instead of riding on the city's number. Whiteside County is lowest at $916. Cook County itself sits at $1,781, but that county-level figure covers a lot of ground. Its ZIP-level Small Area FMRs run from $1,220 to $2,670 across 199 ZIP codes with their own rate, the widest spread of any county in the state. Illinois also groups its St. Louis-area counties (Calhoun, Clinton, Jersey, Madison, Monroe, and St. Clair) under one shared metro rate, so six counties with very different populations all see the same number.

37 of the 102 counties sit inside a HUD metro area and share that metro's rate. The other 65 get a county rate built from their own rents. The Illinois median of $953 is about 6% below the national median county ($1,018). HUD also publishes ZIP-level Small Area FMRs covering 102 of the 102 counties, which is where the real variation shows up. Pick a county below for the full studio-to-four-bedroom table, payment standard ranges and ZIP rates.

The median two-bedroom moved up 6% from FY 2025. 95 counties went up, 7 went down, and the rest held.

HUD has already published FY 2027, effective October 1, 2026. Two-bedroom rates go up in 80 counties, down in 22, and hold in the rest. The table shows both years.
